While some lotteries have been tolerated, the widespread use of lotteries for financial reasons has led to some abuses. For example, the “Slave Lottery” in the late eighteenth century advertised land and slaves as prizes.

Lotteries have also been used to raise funds for various American colonies. Benjamin Franklin, for example, organized a lottery to raise money for cannons and the defense of Philadelphia. As a matter of fact, the oldest public lottery in Europe is the Staatsloterij, which was organized in 1726. This lottery has a reputation for being the most popular of all lotteries.
